Make it into a toll gate and you'd get a really lifelike effect. As cars approach it they slow down until they're not speeding any more, and then speed back up afterwards, plus they get to pay a "fine". Put in a second one, as they are supposed to be used in pairs, and you double the fine. Win-Win for the mayor of your city.
