Solved the issue with empires spawning without names. The file 00_empire_names under common\random_names was updated with Overlord and added a number of new lines with the new Enclaves. Adding these new lines fixes the default names, but if you have any custom combinations and governments (eg Military Communism) they wouldn't work.
I've solved this by adding all of the custom government_types under the closest Generic Government naming lines in the 00_empire_names, and you can fix it by adding the new common\random_names\00_empire_names.txt into this mod's subdirectory.
I'm not sure how to attach files here, but I've thrown it on a Google drive with a quick ReadMe for anyone who wants it.

But my goal with this mod was to give people the oppurtunity to play with current patch and the original mod (altough a bit scuffed maybe).
The fact that what is broken is in the description is purely for the slim chance Petruxa sees this page before he goes fixing the original mod. As the bug report page there only seems to cover people saying: Broken, or the surface problems. This goes deeper imo.
But when I find the time I might reformat the description to put what got fixed first and after that a problem section.
@tuberculosis, old bug from the original mod. I reported it way before 3.3 and have no idea how to fix it.
I've placed the patch first in my load order with ethics and civics loaded second. As far as I can tell, all other fixes in this patch work.

instead of "Fixes and changed the following..."
