I guess nevermind about the 1280x720 resolution wallpaper, I somehow fixed the issue of gpu usage. Before fixing it, the wallpaper 1920x1080, 10 fps was using 20% - 30% of the gpu "1660 ti". What I did is making the gpu focus on high performance only instead of high quality from the Nvidia control panel, and boom it got fixed! The wallpaper now is 1920x1080, 20 fps and uses only 1% - 2% of the gpu . But Maybe making the wallpaper in 1280x720 resolution would be good for others that have lower gpu. Thank you.
