Milkable Colonists adds a drug called "Lact-X", that causes pawns to lactate (produce milk), this mod seems to add a device that auto doses pawns near it with a diluted airisolized version of the drug, where the dose can build up by spending more time around the autobong.
Much like the autobong from Ideology's High Life "meme"
