It would be easier to turn off the option for AI to choose Void Dweller than try to adjust AI weight for habs just for Void Dwellers.
Perhaps make an exception if Void Dweller origin?

You can change the version manually by opening descriptor.mod file via any text editor and changing the line supported_version="3.10.*" to supported_version="3.9.*"

Thanks for the insight and giving me another suggestion for reducing the habi spam, will dig deeper into the gigastructure config at this point.
That is Gigastructural overwriting habitats, though that has it's own habitat reduction mechanism so that only void dweller or toxic knights will build habitats on a 20 year cooldown
