Will AI players use this research?

can you please make a mod for fleet command repeatable. i could only fine one mod for it. but it cusses the game to lag so all i can figer out is. that it adds proclamation broadcasts that adds edict duration 10%.so that part is making errers. sense that no longer use in new version.

I wouldn't worry too much about balancing if this is meant to be a semi-cheat mod.
But increasing the research cost might be interesting as you suggested.
