@jaslingard, that’s there because the decision requires the county be depopulated. It’s been a while since I played CK2, but IIRC county depopulation & prosperity is locked behind Reaper’s Due.

I don't know if you'll ever see this but would it be possible for you to remove the need for Reapers Due for the inviting settlers or make it a separate mod?
