Yes that's normal behavior for the green flag. It can appear at any stage. As for the sector with red flags you can ignore it unless if it's restart rule 3 which uses it.

Is it normal that sometimes the beginning flag isnt green? also the manual doesnt have any info on how the positions change when the rag flag shows an entire sector.
