What kind of excuse is this? Good for new players? No matter how new a player is, no one wants to play a boring, empty map. Everyone will prefer the well made maps.
No new Player in GTA would prefer a empty alpha map over the finished one
No new Battlefield player would want to have super old models while the "older players" get more solid stuff.

Mate, when a map is simply Half Life Zombies, it is not a Horror Map..its a little, simple shooting map, no more.
And as for your argument, here are some maps that dont use zombie crap, and still became one of the best, most scary horror maps out there.

No idea what you mean with "no mods", because either you mean maps that want you to subscribe to other addons, which I never see any of, or you mean the map uses custom models etc., which yes, that IS what a good map is made out of. The default stuff only sucks.

There are some maps that pull off a good horror job with just the default props tho. So your argument is invalid.

Horrorween, Runaway, Lost Souls of Igneion, The Bunker, the list goes on. There are so many fantastic horror maps. A simple map thats just oversized rooms with some zombies inside, is not a horror map.
