I checked and this isn't the case at the start of the game, so a decision or mission must have triggered this.
From the way it is written, it seems maybe we should trigger the mission before we at least convert them? Because by the time I core and convert all those provinces, I have consolidated that region pretty much.
Just some little thing I noticed. It is awesome otherwise. I like the ramp of both requiring more conquest and more development together, forcing you to time your actions; but with plenty of opportunities. Just gotta reload a lot when Jadarressa dies super early due to RNG, but it is more EU4's fault than this mods haha
