launch it in the first order, put it on the top of other mods.
If still not working, maybe your basic files have problems, can re-download the whole game.

It's not cheat if you have a huge class mod list and you want them all imo ^^

The whole purpose of this mod is for people who want a bigger roster but don’t want to cheat. You use a 999 cap mod means you don’t want the limitation at all, then why you need this mod…

Great idea!
...but it creates a conflict to me. May you create a second versione without the 45 heroes cap?
In my town I have 999 so I thinkg that the conflict comes from the cap
