Now you make your server config in the "host" menu. Name it whatever you want, tweak the settings, save it, back out to the main menu after.
Open the mods screen again, be sure to only have mods you want to use subscribed, or manually "hide" any you have from other servers that you don't want to run. It's way faster to hide them this way than to manually add mods using the basegame server config system.
Once only mods you want to use are visible on the list, click "server" in the bottom-right of the mods page, select the config you want to add mods to from the dropdown in the bottom right, then click the dropdown on the bottom left and use the option to add all mods except the hidden ones.
Click save. Back out to the menu. Host using that config.
According to the source code there's a file named `saved_modlists_server.txt` this mod loads, but I dunno where it's saved cuz I didn't use this mod before.
What map ?
Seems good so far.

You will have to add map mods MANUALLY one by one for "workshop items" on server settings.
You need to be more specific than that.
i just worked out how to use this, and its an absolute ♥♥♥♥♥♥♥ life saver for hosted multiplayer. it takes ♥♥♥♥♥♥♥ forever to set up a large mod list otherwise
For any modders reading this, please make a mod manager that points to a specific folder path
