I assume you mean change;
Hold C, right click on the model you spawned, and then use the 'skins' dropdown menu.

Pay for a custom flag? Ahem, well, there is a SubMaterial, which, although through the stump of the deck, allows you to upload your textures.
Texture scan? Well, through GCFScape, you can get the texture of the flag, and rely on it when creating your own texture...
