Find "autoexec.cfg" in "...\Steam\steamapps\common\GarrysMod\garrysmod\cfg" and add "ai_norebuildgraph 1" to "autoexec.cfg".
(This would set ai_norebuildgraph to 1 every time gmod is run)

if it still doesn't work then make sure that folder "\Steam\SteamApps\common\GarrysMod\garrysmod\maps" doesn't have any 1 kb-sized .nav files and "\Steam\SteamApps\common\GarrysMod\garrysmod\maps\graphs" doesn't have any 1 kb-sized .ain files
