Hear me out. In sandbox setting there is an option to disable spawns of survivor vehicles.

an option has now been added to the game that disables survivor vehicles, so this mod is no longer necessary. WE THANK YOU FOR YOUR SERVICE

@Adam.Podstavka survivor vehicles are those you find in near mint condition ready to run, with gas and battery. and there are far too many of those even on lowest settings possible in sandbox

In vanilla sandbox settings Meta, isn't Randomized Vehicle Stories Chance the value to change that? If you set it to never? There is no tooltip tor this item and i did not test it.
However I don't even know how to recognize survivor vehicle.. (maybe the ones with annotated map inside glovebox?)

i think you can dissable the survivor vehicles or at least make them rarer to find in the sandbox settings
