Once you've placed one of these you could use Seat Site (Prop) and Seat Site (Park), both of which are in ManuRamos's Workshop, to make working seating positions in these sitting areas.

@HeadKillah Oh trust me I would LOVE to but the game crashes even with no mods enabled every time I try and save anything in the asset editor. I've tried making my own intersections, building edits and the like, all that work but the moment I try and save it the game hangs then crash. So yes I am fully aware how easy it is, the ability to DO it however is a frustrating ordeal.

Shame these are not functional as it be so easy to do. Maybe plans on making a version that's functional? These as mini parks would be so nice.
