@Bobby G,the maximum debuff is -50% when a lord have a realm size 25% larger than to 769 Abbasid Caliphate blob.

Not really @Door (i tested) a big HRE had around 8 thousand men to 12 thousand. At maximum the debuffs give a 30% levy penalty.

does that mean smaller realms are more powerful than large empires?

The bigger a realm is, the more levy penalty to suffer.
