That's because the toolgun doesn't change the colour of the ragdoll, it just adds a colour overlay. To change the colour of the ragdolls, you'll want to use this addon: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=267610127

Whenever I color a teletubby with the Color tool gun they turn out darker than I want it, and I can't make a white one with the Color tool gun it just resets the color back to grey. Help.

Yeah, my colourable teletubbies makes this pretty redundant. However, this is better for gamemodes such as TTT, DR where colouring is a less prominent feature.
