I figured it out and the problem isn't any mod. The problem is I misunderstood the zombies active setting and thought it limited zombies to walking when not aggroed to a player. It actually limits their speed depending on the time of day.

I was using this with the wandering zombies mod (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2983905789&searchtext=wandering) , I attempted to change the zombie toughness and it reset all zombies back to shamblers and for hte past hour ive been tearing my hair out trying to get it back to sprinters

works just fine, if you're intending to use this mod on a server, make sure you don't click back on the zombie sandbox option, or it will reset back to shamblers :spiffo:

Works by itself when I tested, mods that change zombie lore could easily break this. Post a list of mods and I'll see if something is conflicting.
