Very powerful on top of an already powerful bonus of free depredation with oil on a unit while also having a ranged attack. If instead, Chito and Yurui provided no movement bonus and had a base movement of 7, they'd already be powerful pillage heroes. If you wanted, you could even have them be swift for a bit of real carnage, and to not be outshone by a helicopter.
In addition to being weaker, they are cripplingly slow. With a mobility rating of 2 and the inability to ignore terrain, it is a challenge to get them into position, a problem we don't have with any of the vanilla heroes, all of them have at least 3 mobility and the ability to ignore certain terrain, except Sinbad. He doesn't need to ignore terrain.
Still, I am discouraged from attacking with Huang Lee because he's still going to take a ton of damage. Perhaps if this was reworked to providing extra combat strength instead,I'd have the courage to have him attack and utilize his extra effectiveness when attacking. Maybe he's still useful when attacking a city.
The two heroes I've discovered are Huang Lee and Maple. Both are quite slow. A bit problematic since you only have so long to use them and you need the mobility to make good use of them before they expire.
