in short, you need 2 peoples concent to use vocaloid music, or edits/remix of vocaloid music: The creator of vocaloid and the origional songs writer.
Any edits can only be used privately and cannot be redistributed, or sold for profit.
And to comment on LotSlayer's question, neither Crypton or Yamaha needs to be notified on the use of one of their virtual instruments. Now if this person stole the music from an artist and is just re-posting it THEN they could get in real big trouble because that breaks copyright.
