Yes, correct. Blue keycard is in the building, but you have to do something in order to gain access to the area where it's located. Look around very carefully (especially behind things) and you should be able to figure it out what you need to do to get there.

Correct to drop into the building w/o the blue keycard? It's somewhere in those two rooms?
