Probably because this mod isn't updated to 1.5 yet.
Can't dig soil at all it just comes up non highlighted.
Known bug.
When soils that are replaced by other mods are removed, such as after reclaiming soil from the quarry mod, removing the soil leaves soil.

It starts as stony soil.
I dig up some soil, and put soil on the stony soil.
I till the stony soil using Vanilla Plants Expanded.
When the tilling a plant is harvested on tilled soil, it gets untilled, so you need to till it again.
But instead of the soil I placed on it, it's back to stony soil again. Thus I now need to put soil on it again.
Upon installing that mod (and I will be reporting this there) cloth is no longer an ingredient for sand bags, instead both sand from this mod and sand from that mod are. It also reports an error when sandbags are being generated (via siege or encounters such as bandit camps).
