is it just a recolor of the regular tank? if so i'm pretty sure it works since model coloring is possible in the map editor.

on the hehe20_19 its a60 tank and his health is 40k health

You can't, atleast online, you can get this mod to work in local/singleplayer servers via following a certain method to disable it.
