No. C++ ≠ LUA
Npcs code are in the DLL files of gmod, and you can't edit dll files. Even if i knew C++ i couldn't add it to Gmod because it's impossible to edit DLL files, (execpt if the source code of the game leak). And re-create the npc_blob and npc_surface with LUA will be a waste of time, Lua is limited and i don't want to learn something that i don't want.

the npc_blob is in this build but when i try to spawn it with the console my game just crash.

In retail hl2 you will get error and missing model if you try to load this map.
