Yes, thats meant to be a feature and not a bug. There are 2 versions, one as a normal plane and one as a vehicle, which can be produced at a factory and loaded onto USS Langley for export :)

For some absolutely inexplicable reason, this plane shows up in road depots as a personal car.

Because it was specially made to compliment my other mod, which contains USS Langley. Ill soon add another version, a road version, which can be produced at a factory and then be carried aboard the ship.
