Sorry for the late reply. It should be okay to use the latest versions of the game.
As stated in the description section, it should be compatible with any other mod since I have not edited any vanilla game files in this mod. Only created new files.

I think it would be neat if you could also develop in non-core states. I was able to change "cored_states" to "owned_states" on my end to achieve this effect. But I think you could add more functionality here, maybe make it cost a little more or take longer if there is resistance. It would also be neat to develop resources in allies. Though perhaps both these ideas would impact performance too much to be the viable in the long term.

The mod has been totally overhauled. You can see the new changes through Change notes or the description of the mod.
This should work. After you do this, go to playsets and you should see the mod. If you can't, then click 'Add more mods' button on the above right. You must be able to see the mod on there.
