I ended up getting 3 other foot step sound replacing mods and only 1 of all 3 didn't have the screeching, i'll reinstall this one and see if it changes anything

Additionally, A user named Adrián also stated in that same steam forum that he reinstalled his sound addons and it fixed the issue for him, although, maybe that won't fix the issue for everyone.

All that I can say is try to reinstall any sound addons that you have. Or maybe disable some addons that you think is conflicting with this addon (including addons that you may have downloaded from other gmod servers.) Other than that, I'm not sure on what I can do to help. Although, you can try searching up "Garry's Mod footsteps screech" as that is how I found most of my information.

I'm not what is causing this. I have done a little research on this and apparently this happens in other source games and not just Garry's Mod. But according to steam user Global, he said this on a Garry's Mod steam forum post from nearly 8 years ago.

"This is occuring because one of the mods you got to change footsteps has been corrupted. This can be caused by:
1. A bad download. Unsubscribe, delete the .gma file that replaces footstep sounds, and resubscribe to the addon.
2. Joining a server from the server browser (NOT GMOD, STEAM'S BROWSER). GMod needs time to mount addons. If you begin mounting addons while mounting a server's content, weird stuff happens, like crashing, oddities, and yes, loud sounds because they borked m8.
3. Mounting a game that uses the same sounds as the addon. Should explain itself."
