@Th4natos could it be that there's enemies nearby? I had a run where the target spawned in the top right room, but I could only arrest him once I had cleared the adjacent room.

Several times, I can't arrest the HVT, not sure if this is a map related bug? Great series though, love the maps and wish there were so many more!
