Please modify my Kyoto map and make it better.
In both cases, I got beaten pretty hard because I had no way of knowing where any of the enemy troops were, and since I couldn't see them I couldn't shoot them from afar. I was forced to rush the tenshu, which I lost because I couldn't wear down their troops first.
The shrine is unneccessary because the defender's morale will be equal to that of the attacker when outside the castle. No need to give them more buffs.
Also, a side note: there are a LOT of trees on this map near the town. In my opinion this makes using artillery impractical - it's so easy for the defenders to sneak an inexpensive cavalry unit right up to the artillery when it starts firing and charging on it before the attacker can do anything about it. The high number of trees in the town also means the artillery has nothing to target except the matchlock towers, which the defender gets for free anyway.
So, in total I recommend: get rid of the shrine, maybe move the bamboo walls away from the doors a bit, severely reduce the number of towers, and get rid of a lot of the tree patches. This is on the level 4 map.
So city and municipality are a bit hard to solve .. but i think that i would be able to do it .. maybe in municipality the problem is the bamboo wall around the door and the unproperly placed zones .. As soon as i can i will solve it .. but the exam are near .. Prefecture lvl will have to wait (it's ♥♥♥♥♥♥♥ big)

However, the maps would be better if you gave the attacker more options in my opinion. They have a disadvantage because of the time limit, and as it is the defender has no reason to stay near the settlement because there are no tenshus (that I can tell). They can just camp in the forest near the settlement and wait for the opponent to come near, giving them the victory. Also, in some of the maps, the defender gets the morale shrine for free. Since there's little pressure to protect the city, this encourages them to rush the enemy and destroy a large portion of their army before the morale shrine gets taken away.
