I can't, because that would require me to know how to make SNPCs via code, but you can use the VJ Base relation ship tool to change your own faction to be on the combine side.

As the top of the description says: You can get the required items from the ordinal SNPC. Which is on the right side the first thing on the list or then check the collection "[VJ] Half-Life: Alyx Combine SNPCs Improved".
