It's a miniature airplane. The heli's cover a big distance so its much better than stock heli.

If you need it to carry more people I suggest you use advanced vehicle option mod to customize it to your need. I set it to 20 because physically the aircraft in this size can carry max to 20 only. It is the same size as the MV-22 Osprey

Sounds more like your game doesn't actually read the file. Check the content manager to first confirm if it is really read by the game and then try again.
