First of all, the speed is in line with that of its sibling, the Series 2000 (and just standard track speed). Secondly, the capacity is set at 1.1 times the passenger capacity, considering the fact that in Japan, rush hour use usually far exceeds the passenger capacity.

It's easy to do that, but I don't really like it because it clutters up vehicle selection tab.
Also, since we are planning to change the signs for 8 and 10 cars (Example, Through-service Semi-Exp and Local), we will take the means to make new cars.
But aren't the speed and capacity a bit on the high end?
In regards to different train lengths, you could just make the individual cars available. That way it's also easier to adapt train lengths to changing demands.
