Let's do a quick translation for 蒜香花生, Pengcheng is a temple for Confucius, which is not proper for Shaolin unit (they share different faith and culture), Buddhism in 3K, was introduced and populated by Zha Rong, in XiaPi and guang ling. So he think it's better for Xia Pi and Guangling city to unlock this unit.

i think this is a bug, monk has 159 units on Ultra unit size instead of 160, Medium unit size has 89 instead of 80
