Rock solid here… this is literally a 13 year old mod… so well tested. If you are running over mods… that may be your issue.

Check for conflicts - enabled in the settings. RTW requires one to overwrite the original files, so very few mids work together.

Make sure you are in BI, & then the units can be built from the gov buildings.

how can I make this work? I have it on but it does not work.
