OK - i updated your mod for testing purposes and in fact - enemy is now spawning heavy units, but also in DC attack battles, ai is starting to spawn units from the begin of the battle.

To update:
Search for ID 2575906870 in yourdrive\SteamLibrary\steamapps\workshop\content\400750

Then open mod.info with Notepad++ (right click and edit with Notepad++)

Once in Notepad++ change: minGameVersion and maxGameVersion.

EXAMPLE to copy/paste:
{minGameVersion "1.017.0"}
{maxGameVersion "1.028.0"}

Hit save, close Notepad++ and start game with updated version...

Mod works well with Valour!!! Here is how to update the mod yourself, very easy!

Go to

Steam\steamapps\workshop\content\400750\2575906870

open mod.info

Change minGameVersion and maxGameVersion like below.
