If you really want to do it yourself, you will first need two pieces of information:
1. the CivilizationType of the custom civ you want to add
2. the map coordinates of location you want the civ to start at.
To get (1), you will probably have to look into some .sql files in the custom civ mod. To get (2), follow these instructions [forums.civfanatics.com].
Then you can open up map.xml of this mod and add a line with the above info and you're done!
You may need to unsubscribe and subscribe again for the mod to update.
Anyway, in my test games, I was able to mine the hill silver once the woods have been chopped down first; maybe you can try this as well? Please let me know if it works. (If not, I'll update the map to remove all these invalid silver.) Thank you!
(of course I can't mine the salt on floodplain also)
When I activate a Cheat Map Editor, it says "DENIED. Invalid feature under improvement."

Regarding the positioning of the civilizations of the NFP : I just did a game that included Gaul and its placement worked correctly.
