This mod is the only one I get a hit when grepping for "OnThrowBarkSoundCue". I figure if anyone knows how to use Template Master it'd be you so probably not significant..?
I updated the mod to version 4.0. I decided that scatter was a bad thing for limited use items, so DRLs are now balanced around not having scatter, and now take two action points to fire.

Only secondary weapons can be limited by class without special handling through script. So if you disallow equipping DRL outside a secondary weapon slot, you can do it.

You can convert any weapon to ghost template with Item Hider mod.

Question: Is there a way to have them as 'ghost templates' only?
Sounds like something of a required mod if this one has trouble even functioning properly without it.
