And yes, I think you should be able to add the items with "additem GrapplingHook 1" and "additem GrapplingHookPowered 1".
I'm not familiar with whatever mod Denmother's Grappling Gun is from, but it should be possible. You'd need to create a new "tacticalgadget" item, and add the perquisite abilities onto it. You can see how it's done in this mod's "X2Item_GrapplingHooks.uc" source file.
Is there a way to add the gapples via a console command? Also, would it be possible to create a grappling hook item like Denmother's Grappling Gun as an utility item as well? So it could be used by anyone in exchange for an utility slot?
