Another hat whose whole thing is jiggle physics. Doesn't fit the game's art style or the personality of any of the mercs. Could be a little Halloween Restricted extra reward from a case but even so there are plenty of cosmetics out there that deserve that spot more than this one.
A shame since the modeling done here was actually pretty impressive.
