Ahh that, well right click on the hoodie and select "Add override materials", then go to the models tab or something, and then you can start apply custom textures.

I kinda forgot how it was though, it has been a while already since I last actually used SFM, so I may not give an proper tutorial for it, pardon for that, but I think you can find some related stuff on the Internet.

You need Extended Spawnmenu so you can find the textures, then use SubMaterial Tool to apply the textures onto the hoodies.
