why would grunts build a device that is only used to track the sheriff

i mean its kinda useful when he gets kidnapped or lost in some forest (wait does nevada have forests?)

honestly, i never really thinked 'bout this, but why is there a "tracker" that only tracks the sheriff?

like damn, sheriff must've been the type of guy that REALLY stood out from the crowd.


even tho the only things that he had was a hat and an extreme amount of fear, i guess...
