The logical explanation of this is that its tracking the signals from the sheriff's phone, but we don't even know if the sheriff has a phone.

honestly, i never really thinked 'bout this, but why is there a "tracker" that only tracks the sheriff?

like damn, sheriff must've been the type of guy that REALLY stood out from the crowd.


even tho the only things that he had was a hat and an extreme amount of fear, i guess...
