it does work but obviously not every nation can change leaders. i tried it with yugoslavia and it wasn't there so then i tried it with britain and it worked.

@EyeWartime51 it will be in the decisions menu, but the mod hasn't been updated in so long so it might no longer work as I haven't tested it.

you could do a decidion box of controlling politics of a puppet: mobilisation/demobilisation,
making your puppet buying weapon and licences (from you),
allow economical development/disallow,
buying/nationalising/privatising puppet industry :
deleting some factories from puppet and "building" them on your territory for some pp
having a possability on forming immdietly some divisions from their manpower and your weapon

@Scotvince in order for it to be compatible with "Historical portraits", it would have to be a separate mod. And yes, it should be compatible with "Puppet Flags & Colors Reupload", last time I used both mods it worked.
