Does this actually work? I've tried AI node addons before and loaded the map for nothing to happen with NPC's.

AlestR, this is a node graph addon, all you do is open rp_southside and it works, the node graph is what makes NPCs navigate the area

Upon further inspection it seems to be the fault of the vj base snpcs I was using, as normal npcs wouldn't randomly run in place.

You missed the ship nodes, you can actually go inside the ship, i see there are no nodes inside the ship.

Sometimes npcs will just run in place. It happens more frequently when battling in groups. It seems to happen anywhere(Especially near the PD.)
