in layman's terms of the description, if you come across a construction worker in a place that's not a construction area, then you're fine. However, if you're in a construction area like the first half of the east side of Paradise Mall, then they'll take you out

1.unsubscribe from the mod
2. go to postal 2
3. purge workshop
4.subscribe to mod again
5. if it shows up, your welcome, if it does not, then repeat steps 1-4 untill you get it.
