I believe, there's module in the editor called "remove ambient voices" or smth. However it's mission maker's choice not player's choice. If mission made up without this module player is forced to hear all these voices. Additionally, it just switches all faction voices off, you can't control either the s
US is muted or VC/NVA. The least you can do is to find mission file you interested in, unpack it with pbo manager, open in the editor, add module manually, repack back and play this altered mission. I think, what you looking for is technically possible, but there is no easy way to do it.
Because spouting crappy vietnam movie quotes while you're suppose to be a spike team doing silent recon without uttering a word for days on end is utterly ridiculous.
I haven't played SOGPF a lot yet, but the two SP missions I already did had the same thing and it's really irritating because you can't cut the audio on voices if not you can't hear the NVA anymore.

This damn SOGPF is total kismet for me, I started devouring SOG books a while ago, Uncommon Valor (which is the first everyone should read), all the Plaster books, all the Stryker Meyer books, the Lynne Black book (one of the best), the Brokhausen books (had me in stitches the whole time, funny as hell), Parnar, Miller, Hoe on Meadows, Morris, Maurer, Gole, etc. and like the universe was reading my mind that mod came out.
