I made a tiny patch that makes this mod work in MP.

To make it work in multiplayer just change the file:
\events\game_start_ascension_perks_events.txt

remove fire_only_once = yes and if you want the ai to also get it remove is_ai = no

Any chance on making this mod work for multiplayer? As it is now, only the host gets the bonus 3 perks, even if all players have the mod with the same mod order.

Only player, and if it's a multiplayer game, only the host gets the extra perks. The event is super easy to change though to make it so other players get it.
