I have no idea why that is the case for OG Terraria too...
Do you by chance have a "Language Pack" activated?
You can try and move This to the top of the Activated Packages and see if that fixes the issue.
If not i have no idea what is wrong... <.<
I can't replicate that issue in my Terraria Game...
But if Your using TML instead of OG Terraria, that might be why it doesn't work for You.
As TML may still have the issue where it doesn't support language packs... <.<

It stacks upwards.
It's like having a piece of paper filled with drawings. (Terraria)
Then you put laminated-sleeves with diferent things or in other colors on top (packs)
after you've put as many on top as you like, even though some parts overlap other things below.
Terraria will then load in by what it sees, by scaning from the top looking down.
The pack at the bottom is loaded l first, then the one above it is.
The pack(s) above will also overwrite anything with an identical file-name of the packs below it.
This happens all the way to the top, but the one at the top won't have anything overwritten.
It is also why "Priority Up" is Green while "Priority Down" is Purple.
Also in the case of a pack requiring another pack to properly function (as intended)
you put the required pack just below the pack that required it. ^.~
