I’m playing as Von Carstein. As you stated, the buildings added by this mod only apply to capitals.
Taking the moot next door which is technically a capital gave me the option to create the defense building (white squared btw) and the building to create conscripts.
Taking Castle Templehof gave me access to none of your buildings despite being a province capital.
Not sure what’s going on here. Does this mod not play nicely with the Lords of the Night mod? Because aside from that, Kaylica’s mods for the Lahmians/Strygos/Necrarchs, and some unit mods im not using any of VC mods.
All units appear in custom battle though.
Because I started up a campaign as Isabella with the von Carstein faction and I’m only seeing the building for conscripts.
and maybee we can finde som artillerie fitting the order of rose? :D

However, they are not undead. Seeing they are vampire they will need that trait. Any undead buffs from mortis engine or unholy lodestone does not apply their buff to your living units. Please make them undead :D Also can tech and Lord upgrades be applied to them as well?
